Necchi Sewing machine

I have a problem. I have a new Necchi machine. I can't turn Stop Clutch Knob. It is not a matter of strength-It just refuses to turn. Help!

If this is new, I say "Take it back". It should not be locked up. My industrial machine got locked once, and it was a major repair to the bobbin shuttle. Hope it's not that. But if it's new, the dealer should be able to fix it 'free'.
